Carmel Call

Director, ERP Systems, Business Resource Center, King County

Carmel Call is the director of ERP Systems for the Business Resource Center at King County, Wash. She has served King County for nearly 12 years, starting as a senior IT project manager and moving into progressively senior positions. Previously, she served as a senior IT project manager for Weyerhaeuser Corp. She is a graduate of the University of Birmingham, UK, and holds certifications in PMP and ITIL.

David Knox

Group Vice President and CTO of Public Sector, Oracle

David Knox is a world-renowned technologist with patents and multiple book publications with a specialty in computer security, data management and data analytics. He has spent over 20 years at Oracle Corporation. During this tenure, he was vice president of national security solutions, built and ran Oracle’s first solution engineering organization, and served as senior technical drector of the Oracle Protected Enterprise & Security Business, and was chief engineer for Oracle's pioneering Information Assurance Center. David holds a BS and MS in computer science from University of Maryland and Johns Hopkins University, respectively.

Phil Bertolini — Moderator

Co-executive Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government (CDG), a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named one of Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change for 2012.
