With more than 20,000 children and families to support, case managers and staff for the Indiana Department of Child Services do not have time for inefficient, siloed systems or paper-based processes that tie them to their desks and keep them out of the field.

That’s why the state is embarking on a multi-phased approach to implementing a new child welfare system that will not only streamline the creation and management of case work documentation, but automate the workflows between the department’s 4,000 employees. Otto Doll — Moderator

Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Mr. Doll was responsible for all City IT services. Formerly South Dakota's CIO for 15 years with responsibility for all state government computing, telecommunications, state radio, and public broadcasting. While with IT research firms, Mr. Doll has advised Fortune 1000, Federal, State, and Local Government CIOs on information technology assessment and alignment to business needs. He has served as a Director with the United States General Services Administration, developing information technology strategic plans and oversight policy. Mr. Doll received his Computer Science degree from Virginia Tech and is a Senior Executive Fellow of the Kennedy School of Government, Harvard University. He is a past President of NASCIO — a national organization of state CIOs. He also is a past President of the Metropolitan Information Exchange (MIX) — a national organization of city and county CIOs. Mr. Doll was named to Government Technology's Top 25 Doers, Dreamers and Drivers.

Kevin Jones

CIO, Indiana Department of Child Services

Kevin Jones, the Indiana Department of Child Services Chief Information Officer was awarded as the National Association Of State Chief Information Officers (NASCIO). His nomination submission was entitled as “epitome of CIO as a problem solver with a personal leadership style grounded in empathy for the 25,000 children in his care and the 4,000 family caseworkers who support them.” Kevin leads an integrated approach to change the focus on people, processes, and tools in Indiana Child Welfare. He also introduced new technologies like virtual reality training for the benefits of the firm.
