Duncan “Duke” Ingraham

Managing Director, Strategic Business, NASPO, Unisys

Duncan “Duke” Ingraham is a seasoned sales executive serving as the managing Director, Strategic Business for Unisys. Prior to his tenure at Unisys, Duke served as SVP of sales and marketing for several companies in multiply industries. He is a graduate of the United States Naval Academy, and currently serves on several board of directors.

 

Justin Kaufman

Chief Legal Officer, NASPO ValuePoint

Justin Kaufman serves as Chief Legal Officer for NASPO, a non-profit association comprised of members who are the directors of the central purchasing offices in each of the 50 states, the District of Columbia and the territories of the United States. Justin previously served as Assistant Commissioner for Business Operations for Minnesota IT Services. Prior to that, Justin worked for 11 years in the Department of Administration's Office of State Procurement, where he focused on contract negotiations, contract settlements, and oversight of executive branch professional and technical services contracts. Justin has presented locally, nationally, and internationally on contract negotiation and public procurement-related topics.

 

Dugan Petty — Moderator

Senior Fellow, Center for Digital Government

Dugan moved to Oregon in 1998 to become the state’s chief procurement official. During this time, he co-led a cross jurisdictional taskforce in the modernization of Oregon’s procurement statutes. Before coming to Oregon, he served in Alaska state government for over 24 years. He started his career in facilities management. Dugan is a past president of both the National Association of State Chief Information Officers (NASCIO) and the National Association of State Procurement Officials (NASPO). Additionally, he was a founding member and past chair of the Western States Contracting Alliance (WSCA). He received the Julio Mazzone Distinguished Service Award in public purchasing in 2004, and Government Technology magazine named Dugan one of its Top 25 Doers, Dreamers and Drivers for 2011.
