Captain, Seattle Police Department, Technology Integration

Jim Britt is a Captain with the Seattle Police Department’s Technology Integration division. Captain Britt has been with the Seattle Police Department for 20 years in a variety of roles, including Patrol Operations and Investigations. Captain Britt oversees the Department’s evaluation and procurement of new technology, RMS administration, and compliance with the City’s surveillance ordinance, as well as supervising the Latent Prints, Evidence, and Digital Evidence units. He holds a Bachelor of Arts in Political Science and a Master of Science in Law Enforcement Public Safety Leadership, both from the University of San Diego.

Director of Performance Analytics & Research, Seattle Police Department

Loren T. Atherley is the Director of Performance Analytics & Research (PA&R) and Senior Research Scientist for the Seattle Police Department (SPD), where he has served since 2013. Mr. Atherley leads an internal team focused on operationalizing human and system performance analytics, research management and advanced research methods. A NIJ LEADS Scholar and George Mason University Evidence-Based Policing Hall of Fame inductee, Loren leads a national data working group on Analytics & Evidence-Based Policing, and an international research network of more than seventy research professionals in thirty-five institutions around the world. Atherley is an Adjunct Professor of Criminal Justice at Seattle University, he holds a Master of Arts in Criminal Justice and is currently a Ph.D. Candidate at the Institute of Criminology, University of Cambridge.

Prior to joining AWS he was with Microsoft for 3 years as the Program Manager of the Microsoft patrol car and was a solutions specialist with the defense and intel vertical. Before going to Microsoft, Scott was a police officer for 13 years.

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, national security and intelligence. He currently serves as Chief Security Advisor for SentinelOne, and is the chief technology analyst for several major cable news organizations. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. Previously Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program, the Senior Law Enforcement Advisor for the 2012 Republican National Convention, taught behavioral analysis at the National Security Agency and spent a year teaching the FBI how to conduct internet investigations. In addition to 18 years in state and local law enforcement as a highly decorated state trooper and detective, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world including Cisco, SAIC, Unisys and Alcatel-Lucent/Bell Labs.
