Deborah is an accomplished C-level executive, influencer and educator who has dedicated her career to improving state and local government services for the citizens of New York state through policy and technology innovation. She has a broad range of experience in government, policy, cybersecurity, privacy and information technology. She recently retired from the position of New York state’s chief information security officer, where she led the state’s cybersecurity programs and directed the NYS Cyber Command Center. She works with organizations and universities to strengthen cybersecurity defenses and preparedness, and to create and inspire the next generation of cyber leaders.

As the founder of BINARC, Dimitri coordinates all client delivery efforts for the company. He has more than 20 years of IT experience and expertise and has led numerous complex and long-term IT modernization projects in both the government and commercial sectors. Prior to forming BINARC, Dimitri served as Chief Technology Officer at FedSolutions Inc., where he led a staff of 40 in driving the company’s IT strategy, planning, evaluation, budgeting, hiring, and vendor relationships. Before that, he was Senior Systems Engineer at SyCom, one of the largest systems integrators on the east coast with approximately $70 million in annual revenues. There, he designed Microsoft Unified Communications solutions, including hardware and software solutions for enterprise messaging and storage that included clustering technologies. The most prominent customer where Dimitri designed an Exchange messaging system was the Executive Office of the President of the United States. Dimitri maintains multiple Microsoft Office 365 certifications, including Security Administrator Associate, Teams Administrator Associate, and Azure Solutions Architect Expert. He holds a B.S. in Management Information Systems from George Mason University and B.S. in Computer Science from Strayer University.
