Christopher LaPage is Chief Services Officer at Grants Office, LLC. As CSO, Chris oversees business development as well as all client relationships and deliverables across U.S. and Canada operations. In that role over the last two years, Grants Office has facilitated nearly $3 billion in grant awards for its clients around the world. Chris completed his Bachelor's and Master's in Health Administration at Cornell University. He previously worked as a legislative aide for the New York State Assembly Committee on Health. He has also served in a management capacity for a variety of organizations, including federally qualified health centers and academic medical centers.

Dr. Elizabeth Shay is a Senior Grants Development Consultant for Grants Office. She has over a decade of experience in grant funding for non-profit and public sector organizations and has worked with many grant programs, including everything from large federal funds to small community foundations. In her role at Grants Office, Liz helps institutes of higher education, government agencies, and other organizations find and apply for federal, state, and foundation grants relevant for their unique project goals.

Shannon Day is a Senior Grants Development Consultant for Grants Office, LLC, heading the community services team, specializing in public safety. In that role, she supports organizations in their pursuit of federal, state, and foundation grant funding for various public safety, justice, and emergency response initiatives. Shannon’s education in information science and her 16 years of experience working in the public safety sector gives her an insider’s perspective in the pursuit of grant funding.

Senior Fellow, Center for Digital Government

Justin Marlowe is a research professor at the University of Chicago’s Harris School of Public Policy. His research and teaching are focused on public finance, and he has published five books — including the first open-access textbook on public financial management — and more than 100 articles on public capital markets, infrastructure finance, financial disclosure, public financial technology, and public-private partnerships. He is an admitted expert witness in federal and state courts, and has served on technical advisory bodies for the state of Washington, the California State Auditor, the Governmental Accounting Standards Board, the National Academy of Sciences, the Bill and Melinda Gates Foundation, and many other public, private and nonprofit organizations. Prior to academia, he worked in local government in Michigan. He is a Certified Government Financial Manager and an elected Fellow of the National Academy of Public Administration, and he holds a Ph.D. in political science and public administration from the University of Wisconsin-Milwaukee.
