We're shifting to a digital-first world, which begs the need for a standardized process that allows people to verify their identity in a digital, secure way.

One way many governments are living up to this task is with mobile driver's licenses (mDLs.) mDLs are cryptographically-signed digital identity credentials issued by governments and are rapidly gaining adoption globally. Earlier this fall, the State of California began to allow California residents to download an mDL on their smartphone through the California DMV mobile app.

Ajay Gupta

Chief Digital Transformation Officer, Executive Division, State of California DMV

Ajay Gupta was appointed Chief Digital Transformation Officer in February 2020. Gupta leads business and technology transformation efforts for the DMV to become a modern enterprise. Gupta has served as a special advisor to the DMV Director since 2019. Before joining state service, Gupta worked as a managing director at KPMG, where he led the delivery of legacy transformation, technology innovation, and managed services for State departments nationally. Gupta brings more than 23 years of public sector experience to the DMV. He served State departments in California, Texas, and Hawaii while working for CGI Inc., Visionary Integration Professional Inc., Deloitte LLP, and Tata Consulting Services. Gupta has a B.E. in Electrical Engineering from Delhi College of Engineering and an MBA in Marketing and Information Technology from UC Davis. Gupta is also certified as a PMP, PSM, PSPO, Cloud Practitioner, and Enterprise Architect.

Founder and CEO, SpruceID

Wayne Chang is the CEO of SpruceID, a technology company with the mission to let users control their identity and data across all their digital interactions. SpruceID provides open-source credentialing infrastructure that is standards-compliant and extensible into typical enterprise and government IT systems, and plays an important role in the development of the California DMV’s mobile driver’s license system that aligns to NIST, ISO, and W3C standards. SpruceID ensures digital identity credentials can be used across wallets and are interoperable across state, federal, and private sectors with use cases including finance, cross-border, healthcare, and more. Wayne has an engineering background and has participated directly in technical standards development as both a contributor and chair.

Russ Nichols’ public service spanned over 32 years and included management and executive positions with the California Department of Forestry and Fire Protection, the California State Controller’s Office, and the Employment Development Department. In 2015, Nichols was appointed by Governor Jerry Brown as the California Department of Corrections and Rehabilitation Chief Information Officer and Director of Enterprise Information Services. While serving at the Department of Corrections and Rehabilitation, Nichols also served as a board member for the Corrections Technology Association and served as CTA President from 2019 to 2021. In February 2021, Governor Gavin Newsom appointed Nichols Deputy State CIO and Chief Deputy Director at California Department of Technology. Prior to retirement, Nichols also served as Acting State CIO and CDT Director for several months. During his career, Russ won numerous awards including the California Department of Corrections and Rehabilitation’s 2014 Administrator of the Year, Government Technology’s 2018 CIO of the year, and Government Technology’s 2023 California Public Sector Hall of Fame Award.
