Deputy Director and Interim Chief Information Security Officer, State of Arizona Department of Homeland Security

Mr. Murray joined the Arizona Department of Homeland Security in July 2021 and currently serves as the Deputy Director over Cyber Command and as the Interim Chief Information Security Officer for the State. He also previously served as the Chief Information Security Officer for the Arizona Department of Revenue for three and a half years. In his current role, Deputy Director Murray provides tactical and operational leadership for Cyber Command, and strategic planning, facilitation, and coordination of cybersecurity efforts throughout the State. Prior to joining the State in 2018, Ryan has worked in several public sector organizations throughout Arizona. He has nearly 20 years experience in IT and Information Security, is a Certified Information Systems Security Professional (CISSP), Certified Cloud Security Professional (CCSP) and holds a Bachelors in Cyber Security and Information Assurance from Western Governors University. This year Mr. Murray looks forward to making progress on several key initiatives, including continued expansion of the Department’s Cyber Readiness Program for local cities, counties and schools, increased collaboration for cyber information sharing and collective defense across the State, and further developing the cybersecurity workforce through creative strategic partnerships.

Jonathan Behnke is the Chief Information Officer for the City of San Diego. He has over 20 years of IT experience managing and implementing technology for a broad range of industries including public sector, contract services, energy, construction, automotive, distribution, consulting, and manufacturing. Jonathan is responsible for the technology strategy and operations for America's eighth largest City including data center, cloud, network, voice, public safety wireless communications, web services, enterprise applications, portfolio management, cybersecurity, GIS, and data analytics in support of over 12,900 users and 1.4 million residents. He also serves on the Board of Directors for SanGIS, a joint powers authority between the City and County of San Diego responsible for maintaining a regional GIS land base and data warehouse. In support of regional digital equity, he serves on the San Diego Association of Governments Digital Equity Task Force. Jonathan is also a member of the Multi-State Information Sharing and Analysis Center, The Municipal Information Systems Association of California, San Diego Infragard, and Metropolitan Information Exchange representing a group of CIO’s from the largest cities and counties in the USA.

Deborah is an accomplished C-level executive, influencer and educator who has dedicated her career to improving state and local government services for the citizens of New York state through policy and technology innovation. She has a broad range of experience in government, policy, cybersecurity, privacy and information technology. She recently retired from the position of New York state’s chief information security officer, where she led the state’s cybersecurity programs and directed the NYS Cyber Command Center. She works with organizations and universities to strengthen cybersecurity defenses and preparedness, and to create and inspire the next generation of cyber leaders.
