He previously co-founded Prepared, an AI-powered emergency communications company created during his undergraduate years at Yale University. Prepared was acquired by Axon and now forms the intelligence layer of Axon 911 - the complete 911 platform built for the AI era. Under Chime’s leadership, Axon 911 is working to ensure that critical information from every call reaches the people who need it: call-takers, dispatchers, first responders, and the broader public-safety ecosystem. Today, Axon 911 serves more than 1,300 public-safety answering points across all 50 states, helping connect the intelligence generated at the front door of public safety to every response and outcome that follows.

John Persano is a senior business development manager for 911 and justice and public safety at Amazon Web Services (AWS). John has centered his career on supporting public safety agencies specifically in the fields of training, exercises, technology identification, and technology adoption. Joining AWS in October of 2020 as the 911 and emergency communications sub vertical lead, John now focuses his efforts on innovation within the 911 community and between emergency communications personnel and technology companies.

Principal Solutions Architect, Amazon Web Services

Doug Gartner is a Principal Solutions Architect at Amazon Web Services (AWS) with over 18 years of software engineering experience, specializing in distributed systems and data engineering. He assists strategic technology partners and public sector agencies with their technical application architectures, having designed and architected numerous large-scale data systems and applications. Prior to joining AWS, Mr. Gartner spent a number of years in the US intelligence community, where he focused on building secure, scalable applications for mission-critical environments. He is a highly proficient data engineer with deep expertise in large-scale data architectures and cloud-native solutions. Mr. Gartner is also an experienced educator, having taught software engineering at the University of Maryland, Baltimore County (UMBC) for four years. He holds a Bachelor of Science degree in Computer Engineering from the University of Maryland and maintains multiple industry certifications that reflect his commitment to technical excellence and continuous professional development.

Chief Innovation Officer, e.Republic

Joseph Morris is the chief innovation officer of Government Technology’s parent company e.Republic and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.
