1:1 student device programs are becoming the norm, not the exception. As K-12 schools and districts look to the future, these programs present exciting opportunities to advance student outcomes but will likely face challenges as well. And while there may be some remaining government funds that can be leveraged to support these programs, a fiscal cliff is looming that will impact how these programs are ultimately supported.

Matt Federoff — Moderator

Senior Fellow, Center for Digital Education

Matt Federoff served as the Chief Information Officer for the Vail School District in Vail, Arizona for 22 years. He helped open 18 new schools, and was first in his state to provide comprehensive wifi, 1-1 student laptops, and all digital content for instruction. Before Vail, Matt taught high school science for eight years, where he was named an Apple Distinguished Educator in 1997. Matt was the 2005 Arizona Technology Director of the Year, a 2007 National School Board Association "20 to Watch”, a 2010 Tech & Learning “100 Future Technology Leaders to Watch”, 2013 Center for Digital Education “40 Top Innovators”, and in 2015 received ISTE’s “Making IT Happen” award. Matt served on Intel’s Education Board of Advisors from 2015-16. From 2018-19 Matt assisted the Tucson Police Department in digitizing their police academy curriculum, earning an “Award of Merit” in 2019. Retired in 2021 after 30 years in public education, Matt lives with his wife and children in the wilds of the Empire Mountains south of Vail.

Betty Garcia-Hill is the Global Education Technologist at HP. With 18 years of experience in K12 public education, she brings insights and value to the worldwide K12 Education team and EDU portfolio. She served in multiple campus-based roles in the Houston Independent Schools District including working as a bilingual teacher, Campus Education Technologist, and Instructional Specialist, leading project-based learning, and integrated instructional technology in urban, highly diverse, and at-risk populations. As an e-transformation leader, she was responsible for the integration and implementation of multiple assessment platforms and large-scale online assessments for 215k students. She was instrumental in launching the HISD @ Home initiative during the COVID-19 pandemic, helping transition the 7th largest district in the U.S. to online instruction and assessment.

Executive Director, Information Technology, Atlanta Public Schools

As Executive Director of Information Technology for Atlanta Public Schools (APS), Femi Aina is responsible for ‘all things technology-related’, and leads the district’s effort to ensure that all students, teachers and staff have access to technology that will enhance instruction and student success. As part of this role, he has responsibility for aspects of IT such as: network, wireless, security & cyber safety, application support, data center infrastructure and servers, IT architecture & monitoring, project management, as well as service delivery and support. He manages a team of about 180+ team members and reports to the chief performance officer (Matt Smith). Through his career across 2 continents, Aina has had the privilege of working in several verticals including: Oil Drilling & Exploration, Manufacturing, Banking, Software Development, Energy & Power Generation and now in Education. Aina is a member of several national k-12 education advisory councils including Google, Lenovo and Absolute Software. Through the advisory council participations, he is helping to shape the direction of new technology for k-12 education for the next decade.
