Vincent Martinez

Vincent Martinez brings over 30 years of experience working in the information technology industry to the role of Avaya Executive Government Advisor (EGA) and has been with Avaya for the past two years. Vince has a unique combination of working as a state government executive, a small-business owner, a sales leader in the technology sector and serving as a state legislator. Prior to Avaya, Vincent Martinez held the positions of Cabinet Secretary for the New Mexico Department of Information Technology (DoIT) and State CIO and Cloud Director. Before working for the State, Vince worked for over 25 years in the private sector as both a business owner and sales leader, working for industry leaders such as Verizon, Fujitsu, NetApp, and Dell-EMC in the Enterprise, Commercial, and SLED markets across the United States. Mr. Martinez also served in the New Mexico State Legislature for two terms. He served on the House Appropriations and Finance, Education, Education Study Committees, and as Vice Chairman of the Transportation committee. Vince drove the initiative to create the newest school district in Rio Rancho New Mexico.

Julie Johnston

Executive Education Vertical Director, Avaya

Julie Johnston brings over 30 years of experience working in higher education and K-12 to the role of Avaya Executive Education Vertical Director. Julie has a unique combination of working as an educator and administrator leader in both higher education and K-12. Prior to Avaya, Julie held the position of Director of Technology (Indiana University School of Education, Director of Technology (Center Grove Community School Corporation), Director of Learning Spaces (Indiana University), and Acting Associate Vice President of Learning Technologies (Indiana University). In these key leadership roles, Julie was the visionary leader guiding the innovative transformation utilizing technology for improving the student experience. Julie assisted in visioning numerous innovative initiatives including the Mosaic Initiative at Indiana University and the Idea Garden. Both initiatives have made large-scale impact at the university.

Senior Fellow, Center for Digital Government

Bob was the chief technical architect for the state of Utah’s Department of Technology Services, including the development of the state’s Utah.gov portal. Utah has been widely recognized in these areas with numerous national awards. He has also been a technical lead and RFP writer for the WSCA/NASPO Cloud and Data Communication Procurements. He has experience with state, county and higher education employee skill assessments and technology upgrade implementations. He has extensive experience with development and implementation of enterprise infrastructure and technology services. He focuses on e-government and technical architecture, with special emphasis on technical architecture implementation, planning and analysis; Web design; cloud implementation; and development of online government services. He is a specialist in Theory of Operations documentation processes and implementation of Microservice Architecture and DevOps in hybrid cloud environments. He has worked in the public sector as a university professor and systems analyst, and in the corporate world as a company president and enterprise architect. He has a master’s degree from Utah State University. He was named as one of Government Technology Magazine’s Top 25 Doers, Dreamers and Drivers, and has specialized in applying new and emerging technology solutions to government.
