Anh Selissen

Chief Information Officer, Texas Department of Transportation (TXDOT)

Anh Selissen serves as the Chief Information Officer, at the Texas Department of Transportation (TXDOT). She is honored to be a part of this mission critical agency and to be a part of the TXDOT family. Anh has served as the Chief Information Officer for the Texas Department of Transportation (TXDOT) since September 2019. In this position serves as a principal technology advisor to TxDOT’s Executive Director and the senior leadership team. Her role is responsible for transforming the agency’s technology portfolio to exceed the expectations of the customers to meet the mission of the agency – To Connect you with Texas. Anh has led information technology organizations in both the public and private sectors. She previously held positions as Chief Information Officer at NuStats Inc., Director of Enterprise Systems at the University of Texas at Austin, and Deputy CIO at the Texas Comptroller’s Office. Among several professional affiliations, Anh is President of the Texas Association of State Systems for Computing and Communications, and IT Chair of the State Agency Coordinating Council. In each of her leadership roles, Anh has built a diverse range of experience working across the organization to deliver IT services to meet the needs of the organization and customer community. She is passionate in providing strong customer service and strives to work with her team to provide strong support and services to the organization and their customers. This has resulted in improved interactions with the end user communities and positive positioning of the organizations. Anh was recently awarded the 2019 Austin Women in Technology - Women in Tech Excellence Award.

Ryan Fernandes

Director of Technology Services, City of Weston, Florida

Ryan is currently the Director of Technology Services for the City of Weston, Florida and has been serving in this role since 2015. Prior to Weston, Ryan spent over 16 years with Fulton County Government in Atlanta, Georgia serving in executive roles including Chief Information Officer (CIO) and Deputy Director of Public Works. Ryan holds a Master’s in Public Administration (MPA) from Georgia State University and a Bachelor’s in Computer Information Systems (CIS) from Florida Atlantic University.

Steven Murray

Assistant Director of Technology Services, City of Weston, Florida

Steven Murray is the Assistant Director of Technology Services for the City of Weston, FL where he has served for over 20 years. During his tenure as chief network architect, he has guided the city through numerous iterative technology changes – from small IT shop to an award winning municipality. Steven currently resides in Jupiter, FL with his fiancé and their Brady Bunch, therefore he enjoys long walks without his cell phone.

Marcus Moffett

Senior Director of System Engineering and Architectures & CTO, US Public Sector Cisco Systems, Inc.

Marcus leads System Engineering for US Public Sector. He and his team of 520 Systems Engineering Leaders, Systems Engineers and Architects are responsible for the discovery of business/mission requirements and the design of a secure, intelligent platform to support the digital business journey of our Public Sector customers, both directly and through partners. This business is worth $7B annually to Cisco. Before his current role, Marc spent six years as a System Engineering Director for the Public Sector State/Local Government and Education sales SE team who were responsible for over $1.8B in annual product and services business. As a 20+ year Cisco veteran, Marc has extensive experience in the Public Sector, Enterprise, and Commercial Territory/Select business sectors and has held roles with increasing responsibility starting as a Systems Engineer, SE Manager, Senior SE Manager and now Director. He also achieved his Cisco Certified Internetworking Expert Certification (CCIE #10079) in 2002. Marc has 30 years of systems engineering and management experience, serving our country in the US Air Force where he spent more than eight years as a Tech Controller at Clark Airbase in the Philippines and Gunter AFB in Montgomery, AL. Marc lives in Southern California with his best half, Christelle Gigant and their dog Lola, and when time permits, he spends time on the family farm in Mississippi working on restoring a historic 1870s era home as well as working on various conservation projects. He is a proud dad to his son Caleb, who attends St. Louis University and grandfather to granddaughters, Mayce and Harley. Marc loves the outdoors where he spends time running, cycling, swimming, hiking, hunting, and fishing.

Morgan Wright — Moderator

Senior Fellow, Center for Digital Government

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He is currently a contributor to TheHill.com on matters of cybersecurity, national security and intelligence in addition to his national news appearances. Previously Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program and Senior Law Enforcement Advisor for the 2012 Republican National Convention. In addition to 18 years in state and local law enforcement as a highly decorated state trooper and detective, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world including Cisco, Alcatel-Lucent/Bell Labs, Unisys and SAIC.
