Barry has worked in the IT field for over 37 years holding a wide range of technology leadership positions in the public and private sectors and was most recently the CIO for Chesterfield County, Virginia. Under his leadership Chesterfield County was four times recognized as the #1 digital county in the USA. Barry holds a masters degree in public leadership with a minor in economics from Virginia State University. Barry has been an active NACo contributor, a gubernatorial appointee to the Virginia elections security standards workgroup and a two-time president of the Virginia Local Government IT Executives (VALGITE) organization. He is a certified government CIO (CGCIO), a certified information security manager (CISM) and a national top 25 Doer, Dreamer & Driver.

With his 18 years of experience in criminal defense and technology operations, his efforts have successfully driven the digitization of business processes and implemented technology-based solutions to enhance office operations.

Grant Sharp is the Manager of the South Orange County Watershed Management Area for Orange County Public Works, where he has been instrumental in leveraging collaboration around environmental data to develop and implement innovative stormwater runoff and watershed management strategies since 2001. He actively represents the regulated stormwater community on the California Water Quality Monitoring Council and has previously served as Chair of the Southern California Stormwater Monitoring Coalition. In addition to his professional role, Grant is an adjunct faculty member at Santiago Canyon Community College in Orange, CA, where he teaches courses focused on Stormwater Management and Green Infrastructure. He holds a degree in Environmental Studies from the University of California, Santa Barbara.
