Denis Goulet

Commissioner and Chief Information Officer, Department of Information Technology, State of New Hampshire

Denis Goulet was appointed commissioner of the Department of Information Technology for the state of New Hampshire in February 2015 by Governor Maggie Hassan. He was re-appointed in 2019 and 2023 for additional four-year terms by Governor Chris Sununu. Denis has also served as a director, vice president and president of the National Association of State CIOs. He currently serves as a director on the NASCIO Executive Committee. Most recently the director of development for the software development firm Allscripts Healthcare Solutions, Denis has nearly 30 years of private-sector IT experience in industries such as healthcare, high technology and manufacturing. He was previously the vice president of information technology from 2004 to 2010 at Progress Software Corporation, where he also previously worked as the director of information systems, the director of e-business and the director of IT operations.

Director and State Chief Information Officer, Washington Technology Solutions, State of Washington

Bill Kehoe joined Washington Technology Solutions (WaTech) as the director and state CIO for Washington on August 1, 2021. He has pursued an agenda focused on innovation, resident engagement, creating a data driven culture and service excellence collaborating with agencies to drive project success and improve the resident experience. Prior to WaTech, Bill was the CIO for Los Angeles County in California from 2017-2021, where he managed enterprise security, information management, enterprise architecture and technology consulting services for 37 county departments. He also served as an advisor to the Board of Supervisors and the Chief Executive Officer regarding enterprise technology strategy, policy and governance. Bill has a long history of managing information technology departments in local and state governments, including more than 15 years in Washington state agencies and counties. Before working as CIO for Los Angeles County, he was the CIO and Information Department director for King County in Washington from 2010-2017 and served as the first CIO for the Department of Licensing from 2002-2010.

Commissioner and Chief Information Officer, MNIT Services, State of Minnesota

Tarek Tomes serves as the Commissioner of Minnesota IT Services (MNIT) and the State of Minnesota’s Chief Information Officer (CIO), leading state efforts to provide the best possible IT solutions and customer service to the people of Minnesota and our business partners. As a recognized industry leader, Tomes brings over 26 years of experience in managing technology innovation across diverse industries, both in national, international, and public and private sector operations. Throughout his career, he has facilitated data-driven decision making, implemented many critical enterprise projects, and improved workforce diversity and inclusion. Before becoming Commissioner, Tomes served as the Chief Innovation Officer and former Chief Information Officer at the City of St. Paul, where he was responsible for managing ongoing process improvements, supporting human-centered design, and increasing the overall effectiveness of city services and resources. While in St. Paul, Tomes facilitated a digital transformation at the city level, pioneering the use of mobile applications to improve resident opportunities. This work allowed the city to leverage deep data insights while promoting and supporting equitable service delivery. During his time as St. Paul’s Chief Information Officer, Tomes oversaw the launch of St. Paul’s Open Information Portal, which serves to promote and encourage innovative uses of data and transparency in government services.

Teri Takai — Moderator

Teri Takai is the Chief Programs Officer of e.Republic, the parent company of the Center for Digital Government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.
