Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government. From June 2008 to September 2013, served as the state of Oregon’s Deputy State Chief Information Officer.

Daren Jackson has more than 25 years of experience creating, expanding, and growing enterprise value in payments, fintech, govtech, and startup ventures. He is an expert in pre-paid banking, payments, and SaaS technology. In 2011, Daren founded Rapid Financial Solutions, a financial technology company focused on delivering networked payment solutions, including disbursements, to government. Under Daren’s leadership, Rapid Financial Solutions’ client base grew to more than 2,100 government entities before it was acquired by Tyler Technologies in 2022. Today, as senior vice president at Tyler Technologies, Daren continues to lead the strategic direction and vision for Tyler’s disbursement offerings.

Senior Financial Specialist, Idaho Department of Correction

Joann Henscheid is a senior financial specialist for Idaho Department of Correction. During her 19 years working for the Idaho Department of Correction, Joann has demonstrated a passion for helping to ease newly released offenders’ transition back into society. In her role, Joann is responsible for offender accounts, including closing the financial accounts of residents who are being released from their correctional facilities and issuing any final monetary disbursements.
