William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program. He focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi.

Oracle SVP of Product Strategy & Development

Paco Aubrejuan is senior vice president of development for Oracle Applications. His team is responsible for all aspects of application delivery and maintenance for key Oracle solutions. Prior to this role, he was vice president of industry product strategy, responsible for defining the product roadmap for industry solutions across the JD Edwards, PeopleSoft, Siebel, and Oracle lines of business. Aubrejuan joined Oracle through the PeopleSoft acquisition in 2005. Prior to PeopleSoft, he was a senior manager at Accenture, a leading professional services consulting firm. He was responsible for business and IT strategy, change management, and application implementation within Accenture's communication industry group. Aubrejuan has a bachelor's degree in mechanical engineering from the University of California at Santa Barbara.

Interim Director of Information Technology

Nikki has developed a passion for technology from a career spanning more than 15 years in technology in both the private and public sector. She is currently the Interim Director of Information Technology for Dothan, Alabama. Prior to assuming this role, Nikki was the program manager for the implementation of Oracle’s cloud applications – a 4-year transformation project across all 13 departments in the City. In addition to this, Nikki had specific responsibility as the product owner for Oracle Permitting and Licensing. Prior to joining the City, Nikki served in various roles in the private sector where she delivered technology projects and provided strategy development and execution oversight across multiple teams.
