Tina Carkhuff, Ph.D.

Industry Advisor, Splunk

Tina Carkhuff is an Industry Advisor with Splunk and brings over 25 years of experience in Information Technology, working in healthcare, higher education, and government. Before joining Splunk, she worked as a Vice President leading Gartner’s Executive Programs for Education and Healthcare. Tina is a doctoral candidate studying for her Ph.D. in Organization and Management at Liberty University in Virginia. Her studies focus on using data analytics to inform decisions within an organization. Tina’s dissertation topic is “The Role of Data Analytics in Detecting Unemployment Insurance Fraud: A Case Study of State Governments in the United States.” Tina is passionate about helping IT executives transform their organizations through the effective use of data. She has led and consulted on digital transformations for many organizations. She has served as the CIO for the City of Houston, served in the US Army, and is a retired law enforcement officer. Tina lives in Houston with her husband of 25 years and two boys, ages 19 and 21, and has three dogs. Her older son is an entrepreneur and her younger son is a non-verbal autistic boy. Tina and her family donate time to their school district to help special education teachers learn how to use augmentative and alternative communications technology with families to help find after-school care for families with special needs kids.

Shannon Arvizu, Ph.D.

Senior Fellow, Center for Digital Government

Shannon is a Senior Fellow at the U.C. Berkeley Goldman School of Public Policy and principal at Civic Wisdom. She previously served as Senior Advisor to the Chief Data Officer at the U.S. Department of Commerce, where she led the development of the FY25–28 Data Strategy and co-founded the White House U.S. Tech Policy Network of federal, state, and local data leaders. A sociologist and policy entrepreneur, Dr. Arvizu helps governments harness collective intelligence to design citizen-centered solutions that improve quality of life. Her recent work includes advising city governments on strategy, performance measurement, and building learning cultures for continuous improvement; developing custom policy data products for county governments; and supporting state agencies with innovation initiatives. With more than 15 years of experience driving agile transformation, change management, and leadership development across mission-driven startups, Fortune 500 companies, and nonprofits, Dr. Arvizu brings a systems-level perspective to government innovation and public policy.

Curt most recently served as the Technology Services and Security Cabinet Secretary and Chief Information Officer for Massachusetts Governor Charlie Baker, leading the Commonwealth’s digital and cyber security transformation. Prior to his Cabinet appointment in 2018, Mr. Wood served 8 years as the Public Safety Undersecretary for Forensic Science and CIO overseeing major public safety and justice operational and technology modernization efforts. He began his government career in 1975 and has served in multiple roles.
