Chief Building Official, Yolo County, CA

Scott Doolittle is a Registered Civil Engineer and has been the Chief Building Official of Yolo County for two years. He is also a Certified Floodplain Manager and has been the Floodplain Administrator of Yolo County and Plan Check Engineer for five years. Before that, he worked in Transportation Engineering designing highways after graduating with a BS in Civil Engineering from California State University, Chico.

Former Director of Planning and Development Services, Snohomish County, Washington

Barb is an experienced planning director with extensive municipal management expertise. For 44 years she served in local government with a focus on providing excellent customer service. She led numerous high performing teams to implement business process improvement projects leveraging technology investments. Particular areas of expertise are in building and permitting, land use, long range, comprehensive and strategic planning. Barb lives in Snohomish, Washington. and under her leadership, Snohomish County received the prestigious “Washington State Institute of Technology Award” for the best use of technology. She has been an advocate and champion for digital transformation well before COVID, which put her county at an excellent place to manage the remote transition.

Senior Fellow, Center for Digital Government

Bob Bennett is a Senior Fellow at the Center for Digital Government and the founder of B2 Civic Solutions, an international smart cities consultancy firm based in Parkville, Mo. From 2016 to 2019 he served in Mayor Sly James’ administration as the Chief Innovation Officer for the City of Kansas City, Mo. During his tenure, he oversaw the city’s smart city initiatives including a 54-block total digitalization pilot, strategy development for the city and P3-based expansion plans. Kansas City’s initiatives earned the city an Edison Award (Gold) for “Collective Disruption” and civic innovation in 2017, and Bob was named one of GovTech’s Top 25 Doers, Dreamers and Drivers in 2018. Before his role with the city, Bob completed a 25-year career in the U.S. Army which included service as a Strategist, a Battalion Commander and multiple combat tours.
