Bill Rials — Moderator

Senior Fellow, Center for Digital Government

William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program, where he focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi. He has served in CIO, CTO, and CISO roles for local governments and also in various leadership positions within the state of Mississippi’s IT organization as a deputy to the state CIO. Dr. Rials holds a bachelor’s degree in business administration from Belhaven University, a master’s degree in computer information systems and cybersecurity from Missouri State University, as well as a Ph.D. in higher education administration and public administration from Jackson State University. His dissertation research involved the critical factors that affect the adoption of cloud services within the public sector. He is a noted expert in the IT and cybersecurity space and is frequently quoted by national media outlets. He is also a frequent contributor to national IT government organizations such as NASTD and NASCIO.

 

Migdalia Diaz

Chief Operating Officer, Executive Office of Labor and Workforce Development, Massachusetts

Originally born in Puerto Rico, Migdalia moved stateside at the age of 3 and was raised by a strong, hardworking mother who passed on her work ethic and a passion for giving back. Armed with that work ethic and a determination to go to college, Migdalia spent 8 years in the CT Army National Guard, which remains the most empowering experience of her life. She spent the next 17 years working in the private sector, and nurturing her interest in giving back to the community. This culminated in her role as President of the Association of Latino Professionals for America (ALPFA) Boston Chapter from 2013 to 2015 and then as Chief Operating Officer of ALPFA nationally. The COO role combined her desire to give back with her expertise in company operations. In December of 2017, Migdalia was recruited to the role of Chief of Staff for the Executive Office of Labor and Workforce Development and in April of 2021 was promoted to Chief Operating Officer. Her time at the Executive Office of Labor and Workforce Development allows her to focus her efforts on the residents of Massachusetts. Always committed to the advancement of communities of color, Migdalia also serves on the board of Junior Achievement of Northern New England and continues to mentor professionals and students.

 

Paul Lipinski

Paul is a State & Local Government (SLG) industry leader in KPMG’s Transformation Delivery practice. He has 24 years of experience in organizational change management, workforce evolution, organizational transformation, and change leadership. Paul's client experiences span the development and implementation of internal change management capabilities, organizational design and its integrated changes, and aligning people to strategy and technology to effectively bring speed and efficiency to SLG clients.
