Michael “MJ” Jackson is a problem solver who leads global strategy for mission-critical industries, including worldwide public sector, healthcare, and life sciences, at DocuSign. He holds an active Secret Security clearance with the US Department of Homeland Security. Jackson earned a Master of Business Administration degree and a Bachelor’s degree in Management Information Systems from the University of Baltimore. He is also a proud veteran of the US Coast Guard and serves on multiple boards, including the Board of Directors at Health Care for the Homeless, an innovative non-profit provider of coordinated care and housing services in Baltimore, MD.

For over 11 years, Mick Mitchell has been a noteworthy leader in continuous improvement for Oregon Department of Human Services and Oregon Health Authority operations. Mick can be credited with contributions to the transformation and formation of The Oregon Health Authority operationalization of the Oregon ONE Medicaid Eligibility System. Prior to working for the state of Oregon, Mick holds a degree in Business Management and worked in the private sector where he is recognized for his work in lean and six sigma consulting for Eastman Kodak and 3M.

Dugan moved to Oregon in 1998 to become the state’s chief procurement official. During this time, he co-led a cross jurisdictional taskforce in the modernization of Oregon’s procurement statutes. Before coming to Oregon, he served in Alaska state government for over 24 years. He started his career in facilities management. Dugan is a past president of both the National Association of State Chief Information Officers (NASCIO) and the National Association of State Procurement Officials (NASPO). Additionally, he was a founding member and past chair of the Western States Contracting Alliance (WSCA). He received the Julio Mazzone Distinguished Service Award in public purchasing in 2004, and Government Technology magazine named Dugan one of its Top 25 Doers, Dreamers and Drivers for 2011.
