Overview

The COVID-19 crisis is triggering both immediate and longer-term challenges for state and local governments. One lesson emerging from the current virus response is that cloud services have enabled public officials to rapidly launch and scale new capabilities for remote workforce collaboration, citizen engagement, and data collection and analysis to meet urgent needs. Looking ahead, cloud also will play a vital role in dealing with what comes next, as governments gear up to meet unprecedented demand for unemployment and social services programs, launch expanded digital services and more.

Chris joined Google in 2005, initially in the Google Enterprise startup as a Technical Solutions & Sales Engineer. He has spent a number of years in strategic technical roles across Google including Adwords, YouTube, Google Engineering, and most recently Google Cloud. He has also worked extensively in compliance roles aiding Google to obtain certifications such as FedRAMP, ISO, SOC, and GDPR. He is currently a Google Cloud Strategic Business Executive, focusing on Public Sector customers. Prior to Google, Chris worked at multiple Engineering Research, Technology, and Internet startups in technical roles, as well as an Engineering Team Leader at Sun Microsystems. supporting many of Sun's mission critical infrastructure systems.

Leah Popoff

State and Local Government Affairs and Policy, Google Cloud

Leah Popoff leads State and Local Government Affairs and Policy for Google Cloud. In this role, Leah plays a key role in Google’s policy work, partnering with state and local governments across the United States on efforts to drive IT modernization, realize efficiencies and increase citizen engagement. Leah and the team at Google Cloud work with policymakers to strengthen awareness around the positive impact Google’s innovative technology solutions can have on states, cities, counties, public utilities and hospitals. Leah has 15 years experience providing policy and advocacy support to public sector partners. Prior to Google, Leah was an associate at the Portland, Oregon law firm Kell, Alterman and Runstein and most recently managed the State, Local and Education Government Affairs team at VMware.

Leah holds a B.S. in Political Science from Oregon State University and a J.D. from Lewis & Clark Law School. She resides in Menlo Park, CA with her husband, Evo and daughter Ella.

Morgan Wright — Moderator

Senior Fellow, Center for Digital Government

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He is currently a contributor to TheHill.com on matters of cybersecurity, national security and intelligence in addition to his national news appearances. Previously Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program and Senior Law Enforcement Advisor for the 2012 Republican National Convention. In addition to 18 years in state and local law enforcement as a highly decorated state trooper and detective, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world including Cisco, Alcatel-Lucent/Bell Labs, Unisys and SAIC.
