Senior Fellow, Center for Digital Government

Deborah is an accomplished C-level executive, influencer and educator who has dedicated her career to improving state and local government services for the citizens of New York state through policy and technology innovation. She has a broad range of experience in government, policy, cybersecurity, privacy and information technology. She recently retired from the position of New York state’s chief information security officer, where she led the state’s cybersecurity programs and directed the NYS Cyber Command Center. She works with organizations and universities to strengthen cybersecurity defenses and preparedness, and to create and inspire the next generation of cyber leaders.

Len Guddemi

Director, Cyber Resiliency US Practice Specialist Sales - Public Market, Kyndryl

Len Guddemi manages North American for Kyndryl’s Resiliency and Security business in the public market, including state & local government, federal government, and healthcare & life sciences. Len’s team focuses on delivering business outcomes for customers in the DRaaS , BaaS and Cybersecurity. Len has more than 25+ years of experience in resiliency, with leadership roles in both sales and operations.

Kevin Chin

Cybersecurity Technical Specialist Manager (TSM), Microsoft State and Local Government

Kevin Chin Is currently a Cybersecurity Technical Specialist Manager (TSM) assisting Microsoft State and Local Customers (SLG). Prior to his current role, Kevin was an engagement Team Lead and Digital Forensic Analyst for Microsoft’s Incident Response team (formerly known as DART). He has participated in over 50 engagements worldwide. In addition to his Microsoft experience, Kevin was a Senior Consultant for Mandiant supporting USSOCOM and FireEye customers in APAC region. Kevin also created and led the Cyber Hunt Team for USCENTCOM.
