He has spent the last 10 years working in SaaS/ PaaS, aligning technology with partner's capabilities to drive innovation across verticals. Brett brings a strategic approach to working with systems integrators to make repeatable solutions and scalable sales strategies.

Tina Carkhuff is an Industry Advisor with Splunk and brings over 25 years of experience in Information Technology, working in healthcare, higher education, and government. Before joining Splunk, she worked as a Vice President leading Gartner’s Executive Programs for Education and Healthcare. Tina is a doctoral candidate studying for her Ph.D. in Organization and Management at Liberty University in Virginia. Her studies focus on using data analytics to inform decisions within an organization. Tina’s dissertation topic is “The Role of Data Analytics in Detecting Unemployment Insurance Fraud: A Case Study of State Governments in the United States.”

Tina is passionate about helping IT executives transform their organizations through the effective use of data. She has led and consulted on digital transformations for many organizations. She has served as the CIO for the City of Houston, served in the US Army, and is a retired law enforcement officer. Tina lives in Houston with her husband of 25 years and two boys, ages 19 and 21, and has three dogs. Her older son is an entrepreneur and her younger son is a non-verbal autistic boy. Tina and her family donate time to their school district to help special education teachers learn how to use augmentative and alternative communications technology with families to help find after-school care for families with special needs kids

John Quinn is Field CTO at Splunk. Prior to this role, John held leadership roles as a Field CIO with Presidio, VP of National Technology Strategy with Government Sourcing, and spent 21 years in VT Government, 5.5 years of the State of Vermont CIO and Secretary of the Agency of Digital Services. John has over 25 years of experience in the State and Local space holding multiple elected and appointed positions. He resides in Vermont with his wife (Shelby) and kids (Kennedy 12, Calvin 10).

Dave Fletcher — Moderator

Senior Fellow, Center for Digital Government

Dave Fletcher served as Chief Technology Officer of the State of Utah for 17 years. Dave oversaw the State’s digital government initiatives and coordinated the introduction of emerging technologies, as well as the state’s technical architecture program. David has a long history of involvement with technology initiatives, having previously served as director of the state’s Division of Information Technology, Deputy CIO over egovernment, and Deputy Director of the Utah Department of Administrative Services.
