William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program. He focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi.

Tre Cabrera is a Community Development Executive on the Portfolio Marketing team at Bonterra. She joined Social Solutions in 2021 and is a professional urban and regional planner with a 16-year career in economic development and community planning. Tre has worked in New York City, Washington, DC, and Baltimore, leading research, program development, advocacy, policy, organizing, and fundraising. Tre managed a community schools project with stakeholders across three public sector agencies, connecting vital resources, including technology and data infrastructure, to strengthen program and community impact.

Data-driven and adeptly analytical, Jeff Melando is a technology evangelist dedicated to the discovery and strategically sees solutions throughout the spaces he serves. Charged by considerable coffee consumption, he is intrinsically inquisitive with a capacity for conquering challenges and creating connections. Witty, wise and a wizard with a whisk, Jeff is a sensible straight shooter who processes problems with practicality and pragmatism, a skillset that serves him both personally and professionally. As an avid adventurer and amateur astronautical applicant, he has car camped cross-country, is a wealth of worthless wisdom thanks to trivia, and is pretty partial to podcasts, as well as Prine playlists. A beach buff (sans sand) and numbers nerd, Jeff graduated from the University of North Carolina Wilmington with a degree in Economics.

Before forming Sequivalent, Winston served as the Interim Deputy Director of the Baltimore Civic Fund and as the Manager of Data Analysis and Performance for The Center For Urban Families in Baltimore, MD. Currently, Sequivalent consults with Associated Black Charities, Pew Research, Social Solutions, Baltimore City Mayor’s Office of Neighborhood Safety, and Baltimore City Mayor’s Office of Employment Development
