Director – HR Operations, Talent Acquisition and Learning & Development, Milwaukee County

Genaro leads the departments comprised of HR Operations, HR Compliance, Talent Acquisition and Learning & Development. He is responsible for design and execution of the talent strategy, strategic workforce initiatives, organizational development/learning, HR marketing/communications, HR programs and overall HR operations and compliance. Genaro also oversees enterprise strategies and program execution of Human Resources services and supports activities to ensure programs and initiatives achieve strategic objectives for the County. He ensures a fully integrated approach, delivery and standards for enterprise and client HR programs including but not limited to workforce management, succession planning, bench strength planning, organizational development, employee learning programs, social platform marketing and community engagement. He also oversees and approves Leadership & Management Development programs and Organizational Development workshops. He is responsible for HR software platform's Strategic Planning/Long-term implementation standards and Learning requirements for hiring manager and general employee populations.

Gianluca is currently Industry Principal, Public Sector at Ceridian. Previously, he was the Chief of Staff to the Minister of Innovation, Science and Economic Development and to the Minister of Public Services and Procurement in the Government of Canada. Prior to returning to the Public Sector, Gianluca was Vice President, Global Operations at ARGUS Software responsible for global operations including IT, MIS, Legal, and Talent Management. Gianluca has over 15 years of senior leadership experience in Operations, Strategic Planning and public affairs.

Managing Director, Payroll-Workforce Management Practice, Deloitte Consulting LLP

Lisa Disselkamp is a Managing Director in the Payroll-Workforce Management practice of Deloitte Consulting LLP. Her consulting leadership is focused on workforce management (WFM) business practices and technologies. She specializes in the design and implementation of strategic WFM systems including time reporting, payroll, labor scheduling, and workforce analytics designed to improve labor cost, productivity, system consolidation, vendor selection, compliance, and operational outcomes. Lisa works across industry including considerable time with manufacturing, retail, healthcare providers, telecommunications/technology, defense industry and public sector employers. Her work includes solving cost, accuracy, compliance and operational issues for hourly, union, contingent, salaried and knowledge workers in the new economy. Lisa has written three books on workforce management systems and frequently collaborates with academics and researchers exploring employer issues and management innovations. She is senior advisor to Deloitte People Analytics product team. Lisa has contributed to Deloitte’s Future of Work, Human Capital Trends, the APA’s Payroll Survey, and various external facing articles and points of view. She is a champion of Labor Cost Optimization and Schedule Equilibrium models for employers of large workforce populations.

Teri Takai is Vice President of e.Republic. Previously, she worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.
