Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government. From June 2008 to September 2013, served as the state of Oregon’s Deputy State Chief Information Officer.

Amy Albanese is a Senior Director at Dataminr with over a decade of experience working with the Public Sector. She currently oversees Customer Success at Dataminr for the North America and Asia-Pacific regions. Amy's mission is to help public sector organizations leverage AI for real-time event detection by implementing First Alert. Amy's academic background includes a Bachelor of Arts degree from Western Michigan University and a Master of Public Administration degree from Pennsylvania State University.

Michaela is a Solutions Engineer supporting the US Public Sector team. She brings three years experience as a Customer Success Manager for Dataminr's US DOD team. Prior to joining the team in the spring of 2020, Michaela was a lead Customer Success Manager at a global financial technology company. In her previous role, Michaela was responsible for creating and executing client retention strategy, and leading product upgrades and rollouts for strategic wealth management clients.

Noel Loughrin is a passionate and committed technologist with a knack for innovative solutions. As the senior strategic solutions manager for Laserfiche's government and education sectors, she works with federal agencies, first nations, state and local governments, K-12 and Higher Ed institutions to help them modernize and improve how they get work done. Noel began her career in local government, determined to help grow and have a positive impact in her community. She soon discovered the value modern technologies have on public service delivery and made the switch to the tech sector to assist her peers in how they can leverage technology to create positive change. Dr. H. Sam Coy, J.D., MBA, Ph.D.

Dr. H. Sam Coy is a native of Worcester, MA graduating from South High School with a full academic scholarship to any college in the country. Dr. Coy Attended Northeastern University and graduated with a B.S. in Criminal Justice. She then attended Massachusetts School of Law (Andover) and attained her Juris Doctorate (J.D.) degree and served as a 3:03 certified Assistant District Attorney for the Middlesex County District Attorney’s Office. Additionally, Dr. Coy attended Harvard University Extension School for two years and has obtained an MBA from Nichols College. Dr. Coy obtained her 1st and 2nd PhD in Criminal Justice Administration and Public Policy Administration in which her doctoral work and research is premised on organizational sustainability through the use of performance measures. Dr. Coy also serves as Adjunct Faculty at Anna Maria College Criminal Justice, Social Work, and Business Departments. Dr. Coy has directly managed SaaS model performance management software for 30+ programs across the state of Massachusetts. Her professional experience includes years of working with various SaaS model enterprise solutions to help organizations measure and demonstrate their outcomes as an organizational and community collaborative effort.
