The Center for Digital Government is thrilled to offer county IT organizations a platform to showcase exceptional achievements, compare progress among peers and uncover emerging trends for the future. This year's survey will reflect the current and anticipated technology landscape, producing insights on how counties can best prepare for the future. 

Center for Digital Government Vice President Todd Sander and Surveys and Awards Director Janet Grenslitt will host a webcast to walk you through this year's survey – the overall structure, what's new and approaches you can use to fill it out. Our featured speakers are Rob Mancini, Prince William County, Va.’s Chief Information Officer and Todd Shanley, Cabarrus County, N.C.’s Chief Information Officer, who will share their views on the importance of the survey to them and how it's used in the work they do in county government.

Todd leverages decades of experience working with industry and government to provide organizational leadership, strategic direction and quality assurance for the Center for Digital Government and the Governing Institute. He has held various c-level positions during his time in the public sector, including: CIO of the Lower Colorado River Authority CIO/Assistant City Manager for the City of Tucson Deputy CIO for the State of Washington

Surveys and Awards Director, Center for Digital Government

Janet Grenslitt is the Center for Digital Government’s director of Surveys and Awards. She manages the Center’s flagship surveys and awards programs for state and local government. Working with subject matter experts, she created the Digital Cities and Digital Counties surveys more than 15 years ago. Prior to joining e.Republic, Janet managed programs for state and local government in Florida, North Carolina and California. She received her Bachelor of Arts from Duke University, with a certificate in Social Administration from Hull University in England, and her Master’s degree from University of California at Berkeley.

Todd Shanley

Chief Information Officer, Information Technology Services, Cabarrus County

Todd Shanley is the Chief Information Officer for Cabarrus County, North Carolina, where he has served the community for over 26 years. Todd’s relentless drive for civic innovation has modernized the way governments deliver internal and citizen-facing services. From leading enterprise IT operations, encouraging innovation to empowering a dedicated workforce, Todd’s impact as a technology leader is fostering a culture of collaboration to propel the county forward. He was named one of Government Technology Magazine’s 2020 Top 25 Doers, Dreamers & Drivers and StateScoop’s 2020 GoldenGov: County Executive of the Year. Under his leadership, Cabarrus County won Top Digital County Award in the 2019 and 2021 Digital Counties Surveys as well as ranked first place in the 2020 and 2022 Overall County Government Experience Awards by the Center for Digital Government.

Chief Information Officer, Prince William County

Mr. Mancini has more than 30 years of experience in the field of information technology, with executive roles in public, private, and government enterprises. From his time in the early startup days at America Online through several leadership roles in the Defense, Telecom, Financial, Pharmaceutical, and Government sectors, Mancini’s career has covered several industries and includes many top national awards, media coverage, and keynote public appearances. Mancini brings a unique blend of enthusiasm, personality and passion for public service to our County IT Department and the Prince William County organization. A focus on People, Process, IT Excellence and Technology Inclusion drives Mancini’s push for continuous, lifelong growth.
