The Center for Digital Government is thrilled to offer city IT organizations a platform to showcase exceptional achievements, compare progress among peers and uncover emerging trends for the future. This year's survey will reflect the current and anticipated technology landscape, producing insights on how cities can best prepare for the future.

Center for Digital Government Senior Vice President Teri Takai and Surveys and Awards Director Janet Grenslitt will host a webcast to walk you through this year's survey – the overall structure, what's new and approaches you can use to fill it out. Our featured speakers are Kerry Goode, Chief Information Officer for the City of Durham, NC Bianca Lochner, Chief Information Officer for the City of Scottsdale, AZ and James Twigger, Chief Information Officer for the City of Tamarac, FL who will share their views on the importance of the survey to them and how it's used in the work they do in city government.

Kerry Goode

Chief Information Officer, City of Durham, NC

Kerry Goode has led tech and innovation work in Durham, N.C., for nearly 12 years. A decade-plus is a long tenure for a municipal government CIO, and for Goode, it has certainly led to a long list of accomplishments and accolades, among them finishing first or second place the past five years in the Center for Digital Government’s* Digital Cities Survey.

Bianca Lochner

Chief Information Officer, City of Scottsdale, AZ

Bianca Lochner, Ph.D., has over 20 years of experience in information technology and local government. Throughout her career, she led multiple digital transformations and innovations in education and the public sector, while modernizing legacy technology and positively impacting how citizens and businesses interact with the city government. As the Chief Information Officer for the City of Scottsdale, Arizona, she combines her passion for public service with technology’s power to transform how government delivers to the community it serves.

James Twigger

Chief Information Officer, City of Tamarac, FL

James is an experienced Information Technology Director with more than twenty-four (24) years of local government and professional experience building focused IT Departments, providing exceptional customer services, managing successful large scale initiatives and leveraging innovative technologies to building Smart and Connected organizations.

Teri Takai

Senior Vice President, Center for Digital Government

Teri Takai is the Senior Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Janet Grenslitt

Surveys and Awards Director, Center for Digital Government

Janet Grenslitt is the Center for Digital Government’s director of Surveys and Awards. She manages the Center’s flagship surveys and awards programs for state and local government. Working with subject matter experts, she created the Digital Cities and Digital Counties surveys more than 15 years ago. Prior to joining e.Republic, Janet managed programs for state and local government in Florida, North Carolina and California. She received her Bachelor of Arts from Duke University, with a certificate in Social Administration from Hull University in England, and her Master’s degree from University of California at Berkeley.
