Teri Takai — Moderator

VP, Center for Digital Government

Teri Takai is the Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards.

 

Jay Song

CIO, California Department of Forestry and Fire Protection

Mr. Song is currently the Chief Information Officer at the California Department of Forestry and Fire Protection(CAL FIRE), the largest forestry and fire protection agency in the US. Before CAL FIRE, Mr. Song was the Chief Technology Officer at the California Highway Patrol (CHP). Prior to his State services, Mr. Song held various leadership roles in private and federal governments, such as Hewlett Packard and the US. Small Business Administration(SBA) played a key role in driving innovation and provided expert consultation in the emerging technology areas.

 

Ajay Gupta

Chief Digital Transformation Officer and CIO, Executive Division, California DMV

Ajay Gupta was appointed Chief Digital Transformation Officer in February 2020. Gupta leads business and technology transformation efforts for the DMV to become a modern enterprise. Gupta has served as a special advisor to the DMV Director since 2019. Before joining state service, Gupta worked as a managing director at KPMG, where he led the delivery of legacy transformation, technology innovation, and managed services for State departments nationally. Gupta brings more than 23 years of public sector experience to the DMV. He served state departments in California, Texas and Hawaii while working for CGI Inc., Visionary Integration Professional Inc., Deloitte LLP, and Tata Consulting Services. Gupta has a B.E. in Electrical Engineering from Delhi College of Engineering and an MBA in Marketing and Information Technology from UC Davis. Gupta is also certified as a PMP, CSPO, Cloud Practitioner, and Enterprise Architect.

 

Adam Dondro

Agency Chief Information Officer, California Health and Human Services Agency

Adam currently serves as the Deputy Secretary for Information Technology and Chief Information Officer for the California Health and Human Services Agency. He brings with him a passion for government, service, and a focus on whole person care. Prior to this role Adam spent 5 years as the Assistant Director of Horizontal Integration at the Department of Social Services. In both these roles, Adam has focused on integrating across Health and Human Service programs to provide the best overall experience and outcomes for the client. Previously Adam worked for the California Technology Agency (now CDT) and the CA State Legislature.

 

Peter Zalkind

Principal, Advisory, Health and Government Solutions, KPMG

Peter Zalkind is a Principal in KPMG’s Health and Government Solutions Advisory practice and Management Consulting Lead for the Microsoft Alliance. He is results oriented, experienced management executive with a deep understanding of State and Local Government. He is also a tested leader with extensive experience in developing new business, managing executive relationships, building teams and culture, and leading multiple initiatives and large projects. He has a broad technical background with outstanding analytical and problem-solving abilities along with a track record of success with high customer satisfaction.
