Rob Lloyd is Deputy City Manager for the City of San José, California, overseeing the Transportation, Aviation, and Technology service areas for the nation’s 12th largest municipality. The City organization consists of 7,000 employees and carries a $6 billion total budget, all serving one million residents and 60,000 businesses in the heart of Silicon Valley. Previously, he served as the City’s Chief Information Officer, directing the City’s diverse civic technology portfolio. San Jose developed a record of leadership spanning digital privacy, equity through data, user experience, data analytics, and novel private sector partnerships in that time. Over two decades, Rob has held C-level roles in the technology, government, and utilities sectors in California, Arizona, Oregon, and Colorado. His teams have earned over 30 national honors for customer engagement, attaining operational excellence through technology, and for innovative programs.

Charles Brown is the Deputy State CIO at ADOA-ASET. His role involves strategic planning activities, advocating continual service improvements and technology changes that provide value and support enterprise goals, working with Service Delivery Managers and Product Managers to meet division needs, coaching and mentoring junior management staff, and making ASET operational decisions while managing functional areas. Charles has worked at the State of Arizona for more than 20 years. Previously, he was the Director of Engagement Management and Strategic Oversight for ADOA-ASET. Before joining ASET in 2018, Charles served as the Executive Director for the Board of Physical Therapy for 10 years.

Dr. Orgeron has extensive information technology experience in both the private sector and the federal and state level of the public sector. Currently, Dr. Orgeron is Professor of Management Information Systems in the Else School of Management at Millsaps College. After beginning his career as a communications-computer systems officer in the United States Air Force, he served as the Executive Director of the Mississippi Department of Information Technology Services (ITS) and Chief Information Officer for the State of Mississippi. In this role, Dr. Orgeron provided statewide leadership in the provision of services that facilitated cost-effective information processing and telecommunication solutions for Mississippi government agencies and institutions. Dr. Orgeron has served as an Executive Government Advisor with Amazon Web Services (AWS), President of the National Association of State Chief Information Officers (NASCIO) and on the Executive Committee of the Multi-State Information Sharing & Analysis Center (MS-ISAC), as well as participated in numerous government information technology task forces and committees, such as the Mississippi Broadband Task Force, the Digital Signature Committee, the Electronic Government Task Force, and the Governor’s Commission on Digital Government, which led to the implementation of the enterprise electronic government in Mississippi.
