John Quinn is a seasoned technology executive with over two decades of experience in public sector IT leadership. He served as the Chief Information Officer for the State of Vermont, where he played a pivotal role in modernizing the state's technology landscape. Over his 21-year tenure in Vermont, Quinn held various technical and leadership positions, driving digital transformation, cybersecurity enhancements, and strategic IT initiatives. Following his public service, Quinn transitioned to the role of Vice President of National Technology Strategy at Government Sourcing Solutions, where he collaborated with state CIOs across the country, helping them develop and execute effective technology strategies. In 2024, Quinn joined Presidio as a Public Sector Field CIO, leveraging his extensive experience to support government agencies in navigating complex IT challenges and advancing their digital transformation efforts. His expertise in cloud services, cybersecurity, and enterprise IT strategy makes him a trusted advisor in the public sector technology space.

Robert Kim, Chief Technology Officer at Presidio advises clients on how to accelerate digital transformation and use technology to drive organizational outcomes. He evaluates IT trends and clients’ specific challenges with the goal of optimizing key business processes to improve end-user experiences, accelerate innovation and create market differentiation. Prior to joining Presidio in 2016, Rob held leadership positions at technology management and consulting firms, with roles in sales engineering, business development, operational excellence, and financial management. He graduated from Penn State with a Bachelor’s Science and earned his MBA at Drexel University.

Hershel Becker, a seasoned expert in government contracting, brings over 35 years of experience across both public and private sectors. He currently serves as a Senior Fellow at the Center for Digital Government and co-founder of Signature Advisory Partners, a procurement advisory firm based in Texas. During his tenure with the State of Texas, spanning nearly two decades, Hershel played integral roles in government contracting. Notably, he directed procurement and contracting functions at the Texas Department of Information Resources (DIR) for seven years, where he spearheaded initiatives such as the Innovative Procurement Lab and worked with state and local governmental entities in addressing their technology contracting challenges. Additionally, under his leadership, the Chief Procurement Office facilitated over $3 billion in annual sales through the agency's cooperative purchasing program. Further, Hershel played a key part in procuring and transitioning the state enterprise to the Next Generation Shared Technology Services, in collaboration with his fellow DIR executive team members. Throughout his career, Hershel Becker has been recognized for his strategic insights, innovative approaches, and dedication to improving government procurement processes.
