Luke Norris is the Vice President of Platform Strategy & Digital Transformation at Granicus, the leading provider of government experience technology, serving over 7,000 government agencies worldwide. In this role, Luke leads the company’s AI/ML portfolio and drives go-to-market strategy, helping governments harness innovation to better serve their communities. Before joining Granicus through its acquisition of OpenCities, Luke served as Chief Growth Officer at OpenCities, where he played a pivotal role in scaling digital services for local governments. He also helped launch PayIt, a government payments platform, and was an early team member at Code for America, where he supported over 110 governments in delivering impactful digital transformation initiatives across economic development, public safety, and civic engagement. A recognized thought leader in govtech, Luke has spoken at national forums including the U.S. Conference of Mayors, ICMA, and the National Association of Counties, sharing insights on digital transformation, smart cities, and community engagement. Based in Kansas City, MO, Luke is deeply involved in civic life and nonprofit leadership. His contributions have earned him honors such as the Rising Star of Philanthropy Award and the Distinguished Citizen Award.

As the former CIO of Manor, Texas, Dustin pioneered the use of commercial technologies to deliver better government services – including QR barcodes, crowdsourcing and gamification. During his time in public service, Dustin was named one of the nation’s Top 25 Doers, Dreamers and Drivers by Government Technology. More recently, he was selected as an Eisenhower Fellow in 2019 and a Business Transformation 150 Leader by Constellation Research in 2021. Dustin graduated Magna Cum Laude from LeTourneau University with a Bachelor of Business Administration and has worked with universities around the globe on incubating next-generation technologies in government including the Persuasive Technology Lab at Stanford University and the University of Trento, Italy.
