Mihir Mulloth is a Policy and Project Manager with the Chief Administrative Officer at the City of Philadelphia. Mihir first developed a passion for public service when he enrolled in the AmeriCorp program City Year, which had him serve as a teaching assistant in a public school in Philadelphia. After completing the program, Mihir worked as a drug and alcohol and mental health case worker in Philadelphia. These experiences gave him insight into the interconnectedness of different policy issues, such as homelessness, public health, education, criminal justice reform and more.

DeShawn Jones is a 26-year City of Philadelphia employee and one of the Senior Project Managers in the Office of the Chief Administrative Office. Prior to joining CAO, he worked in several other departments including Fleet Services, License and Inspections, Revenue and the Office of Innovation and Technology. DeShawn transitioned to public service after 6 years of working in private industry. Throughout his career, DeShawn has focused on process improvement, innovation and technology integration. DeShawn has a BBA in Accounting from Temple University and a MBA with a concentration in Technology Management from the University of Phoenix and various other certifications.

Account Executive, Public Sector at Quickbase

Laurence joined the Quickbase Public Sector team in 2022 where he is responsible for supporting and growing Quickbase’s customer base in the Northeast. Over his 25-year career with leading technology firms, he has guided government agencies on the successful and secure adoption of technologies to improve operational efficiency, decrease risk, and improve outcomes for citizens. Laurence’s public sector technology experience includes an array of application modernization projects with implementations of solutions including No-Code/Low-Code, Integration Platform as a Service (IPaaS), Business Rules Management, and Business Process Management.

Senior Fellow, Center for Digital Government

Bob Bennett is a Senior Fellow at the Center for Digital Government and the founder of B2 Civic Solutions, an international smart cities consultancy firm based in Parkville, Mo. From 2016 to 2019 he served in Mayor Sly James’ administration as the Chief Innovation Officer for the City of Kansas City, Mo. During his tenure, he oversaw the city’s smart city initiatives including a 54-block total digitalization pilot, strategy development for the city and P3-based expansion plans.
