Otto Doll — Moderator

Senior Fellow, Center for Digital Government and former CIO, State of South Dakota

As the Minneapolis CIO for seven-plus years, Mr. Doll was responsible for all city IT services. He also served as South Dakota's CIO for 15 years with responsibility for all state government computing, telecommunications, radio, and public broadcasting. While with IT research firms, Mr. Doll has advised Fortune 1000, federal, state, and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy. Mr. Doll received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO — a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) — a national organization of city and county CIOs. Mr. Doll was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Theresa Ward

Before joining Unqork, Theresa served as the Deputy County Executive / Commissioner for Economic Development & Planning for Suffolk County, NY. Previously, Theresa worked for Steiner Studios in Brooklyn, the largest film studio outside of Hollywood, and for the City of New York where she was Deputy Commissioner and Chief Asset Management Officer, and a Senior Policy Advisor for the Deputy Mayor for Operations. She has 25 years of experience in public and private leadership, having served as an advisor for three urban mayoral administrations in NYC and Baltimore.

Chuck Grindle

Leader of Digital Government, AWS

Dr. Charles E. Grindle (Colonel, retired, U.S. Army) is currently the Leader of Digital Government at AWS, taking over the role after serving as an Executive Government Advisor. Chuck is an Information Technologist with a doctorate of philosophy in Information Science. He specializes in Information Security, Policy and Strategy. Prior to accepting a position at AWS, he was the Chief Information Officer of the Commonwealth of Kentucky. In addition to holding key military positons in Information Technology at the Installation, Agency and Theater level, he has taught academic courses on Contemporary Security Issues, Cyber Operations, theory of war and strategy, strategy and policy, and United States National security policy.
